The purpose of the project was to improve the pedestrian-friendly nature and economic vibrancy of downtown. An important first step involved analyzing the effect of existing regulations on the built environment and the downtown Springfield experience. The Urbsworks team examined street standards, building design, land use, and signage, then revised the regulations to align more closely with the adopted downtown vision plan. New clear and objective (numeric) development standards established new rules that were appropriate for each of the downtown character areas, and the information was presented in a single, user-friendly publication.
